POSITION: Youth Specialist II

Hourly Rate: $17.00+ .50 Bilingual
JOB SUMMARY:
This position is part of the Youth Outreach & Homeless Services Team and reports to the Outreach & Homeless Services Program Manager. The Youth Specialist II is responsible for engaging homeless individuals via street outreach activities; coordinating referrals and program linkage to other regional programs serving homeless individuals; maintaining thorough and accurate records in both written form and through the Homeless Management Information System (HMIS); and collaborate with other homeless outreach entities in the Continuum of Care who are part of the Coordinated Entry System (CES).
OVERVIEW:
- Provide mobile, field-based case management, housing navigation, and outreach to homeless individuals.
- Represent Agency at community meetings, events, and outreach activities.
- Maintain up to date records for services provided to participants directly in the field.
- Be open and flexible to work evenings and weekends as needed by the programs.
- Conduct outreach in the community to identify, build, and strengthen relationships with potential landlords and property management partners
- Coordinate or provide transport of individuals for the purposes of providing supportive services.
- Provide resources and linkage for homeless individual’s that have identified needs such as mental health, health, housing services and other supportive services.
- Maintain up to date Street Outreach Team’s logs and activities.
- Conducts screening, assessments, and triage to individuals experiencing homelessness.
- Use effective communication skills such as active and reflective listening to build rapport. Utilize appropriate motivational interviewing interventions to increase positive outcomes
- Uphold ethical boundaries and follow all program procedures to ensure the safety and well-being of clients.
- Provide crisis intervention and appropriate referrals to residents, families, and crisis-line phone calls.
- Assess youth and family needs during crisis and determine need for temporary emergency shelter, provide emergency field response as needed.
- Complete all required training, attend staff and agency meetings.
- Attend scheduled supervision meetings with program manager.
- Adhere to state laws and agency procedures regarding mandated reporting and confidentiality.
- Engage with youth and partners in a culturally sensitivity, attuned, and responsiveness manner.
- Other duties as assigned or necessary.
QUALIFICATIONS:
Minimum qualifications include a B.A. in psychology, sociology, criminal justice, or related field or equivalent experience working with youth and families in a crisis intervention capacity or in a residential facility. Preferred Fluent bilingual English/Spanish oral communication skills; interact effectively with and collaboratively with youth, mental health professionals, social workers, and law enforcement. Ability to work evening shift/weekend shifts as needed. Computer literacy with MSWord, Excel, PowerPoint, and the Internet. Successful background and criminal clearance required and maintained, including but not limited to California Department of Justice (DOJ), Federal Bureau of Investigation (FBI, Child Abuse Index and Department of Motor Vehicles (DMV). Proof of a valid California Driver’s License, reliable transportation, proof of automobile insurance (listed as covered), pass and maintain driving approval as required by our insurer. Must have completed or be willing to complete the required 60-hour domestic violence and human trafficking training within 3 months of hire. Comply with all Community Care Licensing Standards which includes Proof of current (within 1 year) negative TB test, or willingness to obtain one. Ability to obtain a physical to perform work duties. Valid First Aid and CPR certification or willingness/ability to be certified. Obtain fingerprints for criminal record clearance including child abuse index with acceptable results. Maintain successful background and criminal clearance required.
