TITLE: Program Manager for Justice Services

HOURS: Exempt
Bilingual Preferred

Location: Ventura County Hall of Justice and Interface offices, based on program needs
Salary: $68,640 + $1,040 bilingual incentive upon passing certification

JOB OVERVIEW:
Manager will implement the Proposition 47 project in collaboration with Ventura County Public Defender, Superior
Court, and Ventura County Sheriff’s Office, and other community-based organizations specific to housing, mental health,
and substance use disorder. Manager will also work collaboratively with Interface Cal-Aim/ECM staff and Gold Coast
Health Care in order to connect clients with Cal-Aim ECM services. Manager will be expected to provide on-site
supervision to all project staff and work closely with Public Defender and court staff. Manager will be expected to adapt
to diversity and the cultural contexts of individuals and communities served, including working with incarcerated and
formerly incarcerated clients from varying cultural and socioeconomic backgrounds. Will also liaison and provide regular
updates to Justice Services department Director, key partners, stakeholders and referring agencies regarding program
operations. Participate as a member of the Agency Leadership Team. Reports to the Director of Justice Services.

DUTIES:
1. Develop strategies for program and service development keeping informed of best practices and new initiatives in the
field for Proposition 47 project activities and implementation of Cal-AIM Enhanced Care Management services and
supports.
2. Manage all program service components to ensure compliance with standards, contract and funding obligations,
program objectives, efficiency of operation and service delivery and provide timely communication to Director.
3. Research, develop and maintain relationships with Ventura County Public Defender, Ventura County Superior Court,
community partners and contractors involved in program.
4. Facilitate community partner and program staff meetings.
5. Facilitate Welligent implementation, training, and troubleshooting for agency and contractor staff.
6. Coordinate delivery and oversight training in required service delivery models.
7. Provide individual/group supervision as needed to Peer Navigators, Program Lead, and Group Facilitator staff.
8. Develop operational procedures and protocols to effect continuous quality improvement including data collection.
9. Participate in all training, regular program planning and development strategies ensuring service sustainability and
monitoring of program statistics, outcomes and contract reports.
10. Manage, supervise and assist with service implementation including Cal-AIM ECM,case review, facilitation of
groups, case management, staff scheduling, service plans, case notes, field training.
11. Understand and respond effectively to the cultural and linguistic needs of the agency, program staff and individuals
being served.
12. Acquire and institutionalize cultural knowledge, manage the dynamics of difference, and adapt to diversity and the
cultural contexts of individuals and communities served.
13. Collaborate and coordinate integration of services with agency management and staff.
14. Attend regularly scheduled supervision with Director.
15. Fulfill obligations as a Mandated Reporter.
16. Other duties as assigned.

QUALIFICATIONS:
Minimum qualifications include Bachelor’s Degree in Criminal Justice, Sociology, Psychology or related field. Master’s
Degree preferred. Must have two years or more experience managing programs, services, staff, volunteers and/or
contractors, and two years or more experience working with justice involved clients. Familiarity with substance abuse
treatment, reentry interventions, strategies for case management. Preferred bilingual English/Spanish. Demonstrate
cultural and linguistic competencies, value diversity, ability to assess oneself, and have knowledge and experience with
strength based and trauma informed approach to management and service delivery. Demonstrated experience to
effectively and collaboratively engage with clients and families, community-based organizations, faith-based
organizations, mental health professionals, social workers and law enforcement. Computer literacy with MS Office Suite,
Excel and internet research a must. Ability to travel extensively within Ventura County is required. Successful
background and criminal clearance required, including but not limited to, California Department of Justice (DOJ),

Federal Bureau of Investigation (FBI), Department of Motor Vehicles (DMV). Some positions REQUIRE intensive
background check conducted by the Ventura County Sheriff’s Office and ability to maintain clearance. Proof of a valid
California driver’s license, reliable transportation, automobile insurance and maintain an acceptable driving record as
required by our insurer. Must have the means and capacity to perform job related duties with personal vehicle, as may be
required, and must have proof of current automobile insurance, possess valid C.D.L. with agency carrier acceptable
driving record.
