Salary: $70,304 annually + $2,080 24/7 On Call + $2,080 with bilingual incentive upon passing certification

POSITION OVERVIEW:

The Street Outreach and Housing Solutions Program Manager oversees a program that helps youth transition out of homelessness by providing a continuum of supportive services with access to emergency and permanent housing solutions. This position will collaborate with community-based partners, the Continuum of Care, and other county and local agencies to ensure coordination of services and supports for clients. The manager will ensure an atmosphere that is client-centered, trauma-informed and strengths-based, for staff, partners, and individuals served. This position will lead a Street Outreach Team, manage a 24/7 youth outreach hotline and the HOPE Center, a drop-in youth program. The position routinely exercises discretion and independent judgment in carrying out duties related to staff leadership, program management, and compliance with standards, policies, and procedures. Reports to the Director of Human Trafficking Prevention & Intervention/Youth Crisis and Homeless Services.

DUTIES:

  1. Direct, plan, and coordinate the work of the program staff, including recruitment, coaching, supervision and formal evaluations, training, and team building; include interviewing, hiring, and training employees; planning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and conflict resolution.
  2. Manage all program service components to ensure compliance with standards, contract, reporting, and funding obligations
  3. Provide direct oversight and support for the 24/7 youth outreach hotline.
  4. Support the design and implementation of effective, respectful, and high-quality services that are congruent with and responsive to the diverse needs of the community.
  5. Provide consultation, guidance, and direct support to staff in the assessment and management of complex or high-acuity client cases, including crisis intervention, safety planning, service coordination, and resolution of barriers to care.
  6. Represent Interface in collaborative settings, Continuum of Care committees, and build relationships with agencies serving youth and transitional age youth populations.
  7. Provide leadership, oversight, and day-to-day operational management of the Youth HOPE Center, ensuring a safe, welcoming, trauma-informed, and youth-centered environment. Oversee facility operations, programming, staffing, scheduling, policies and procedures, safety protocols, inventory, and coordination of services to support youth experiencing or at risk of homelessness.
  8. Ensure accurate HMIS participation, data quality, Coordinated Entry collaboration, and compliance with Continuum of Care, federal, and state and county reporting requirements.
  9. Facilitate required and planned project evaluation-related tasks, manage mid-course corrections of the project as needed, complete and submit all required reports, and share outcome data with the collaborative partners.
  10. Remain informed of local and national trends and best practices regarding runaway youth and youth homelessness.
  11. Contribute to the development and monitoring of the department and agency’s strategic planning priorities.
  12. Collaborate and coordinate integration of services within the HTPI and YCHS departments, including the youth and HT shelters and services as well as other departments across the agency.
  13. Participate in the annual development and preparation of program statistics, report deliverables, and outcomes.
  14. Accepts on-call status to assist program staff in handling crises with clients and to maintain an atmosphere of safety and support in accordance with established policies and procedures.
  15. Supports department development and sustainability through grant writing and fundraising efforts.
  16. Serve as a mandated reporter.
  17. Other duties as assigned.

 

QUALIFICATIONS:

Minimum qualifications include a bachelor’s or master’s degree in Sociology, Psychology, Social Work, or a related field and/or equivalent experience working with youth and families in crisis. Two or more years of experience in a supervisory or managerial role is strongly preferred. Demonstrated cultural and linguistic competencies, and knowledge and experience with strength-based and trauma-informed approaches preferred. Demonstrated experience engaging with clients and families, providing case management, and working collaboratively with community partners preferred. Computer literacy with MS Word, Excel, social media platforms, and internet-based research is required. Must be able to complete all required Homeless Management Information System (HMIS) training and obtain and maintain HMIS user access in accordance with guidelines established by the Ventura County Continuum of Care. Requires completion of Domestic Violence and Human Trafficking Caseworker training within three months of hire. Required flexibility of schedule (evening or weekend work may be required) and ability to work independently. Experience with private and/or public social service agencies is desirable. Bilingual in Spanish is highly desirable.

Successful background and criminal clearance required and maintained, including but not limited to California Department of Justice (DOJ), Federal Bureau of Investigation (FBI, Child Abuse Index and Department of Motor Vehicles (DMV). Proof of a valid California Driver’s License, reliable transportation, proof of automobile insurance (listed as covered), pass and maintain driving approval as required by our insurer.
