Definition:

The Clinical Services Manager provides leadership in the implementation and monitoring of the Mental Health & Trauma Treatment programs and services across the department. The Clinical Services Manager is responsible for maintaining a trauma-informed, strength-based, and culturally responsive environment for staff, partnerships, and the communities we serve. The position fosters high team morale and operational effectiveness, demonstrating a commitment to the mission, vision, and values of Interface, while displaying leadership qualities that inspire and motivate others.

The Clinical Services Manager customarily and regularly exercises discretion and independent judgment in staff leadership, program management, treatment efficacy, administrative supervision, and adherence to compliance standards, policies, and procedures. The Clinical Services Manager is accountable for ensuring performance-based contract deliverables, including productivity goals, are consistently met across assigned programs and contracts.

Distinguishing Characteristics:

  • Clinical Services Manager I: An experienced therapist providing progressively complex culturally diverse, trauma responsive treatment services to youth and family, is at minimum a registered AMFT or ACSW with general coordinator, leadership, or supervisory experience as a clinician or in another field. Provides management and oversight of assigned staff or functional areas under management supervision provided by the Director of Mental Health & Trauma Treatment. $87,000/$89,080 bilingual.
  • Clinical Services Manager II: An experienced LMFT or LCSW, with demonstrated management experience and minimum one year supervising clinical direct reports and overseeing clinical services. Is not eligible to provide BBS required clinical supervision. $91,000/$93,080 bilingual.
  • Clinical Services Manager Ill: An experienced and seasoned LMFT or LCSW with demonstrated experience as a manager with clinical supervisory experience across multiple mental health settings and populations having provided progressively complex treatment. Licensed over three years with minimum two years management and supervisory experience is eligible to provide BBS required clinical supervision to associates and trainees as needed and designated. $95,000/$97,080 bilingual.

Example of Duties:

Duties may include, but are not limited to, the following:

  • Clinical Management & Mentorship: Provides clinical management and mentorship to assigned staff, ensuring compliance with contractual obligations, program objectives, and fidelity of evidence-based models. Ensures high ethical and legal standards for clinical practice, including the proper maintenance of client records and confidentiality. Provides direct clinical services as needed to support service workflow and program needs, including opening cases by conducting assessments, and providing individual and/or group therapy. Ensures that program services are trauma-informed, culturally responsive, and delivered in a way that meets the community’s needs.
  • Staff Leadership: Directs, plans and coordinates the work of program staff, including recruitment, coaching, supervision, performance appraisal, team building and staff development. Ensures compliance with all agency policies and legal requirements in managing staff performance, handling complaints, and facilitating conflict resolution. Performs regular supervision of assigned staff to guide their professional development and ensure the team’s clinical and administrative responsibilities are met. Leads in an accountable way demonstrating cultural sensitivity, attunement, and responsiveness.
  • Program & Contract Management: Collaborates with the Director of Mental Health & Trauma Treatment and the Operations Manager to analyze and improve staff structures, schedules, and workflow for greater efficiency and effectiveness. Provides regular analysis of program operations, developing and implementing process improvements to meet program and contract goals. Ensures program and contract deliverables are met, including productivity targets, documentation standards, and compliance requirements across department contracts.
  • Compliance & Quality Assurance: Works collaboratively with clinical supervisors and department leadership to ensure quality and clinical review of cases, including submission of professional and timely documentation in compliance with departmental and contract standards. Supports the design and implementation of effective, respectful, and high-quality services that are congruent with and responsive to the diverse cultural needs of children, parents, and individuals. Participates in development and monitoring of annual program statistics, deliverables, outcomes, and training to ensure compliance with department and contractual standards across programs. Contributes to quality reports by providing accurate and thorough program data.
  • Community Engagement & Collaboration: Represents Interface in community settings building collaborations with partners to coordinate services. Collaborates with community partners to facilitate presentations, attend work groups and meetings to ensure excellent services and workflows. Actively participates in the agency’s leadership and mental health management teams, contributing to strategic planning and organizational development.

Education/Experience Requirements

  • A Master’s degree in one of the following is required:
    • Marriage & Family Counseling
    • Counseling Psychology
    • Clinical Psychology
    • Clinical Counseling
    • Clinical Mental Health Counseling
    • Social Work with an emphasis on Clinical Social Work OR
    • Other equivalent Master’s degree from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners

AND

  • Must be currently licensed with the California Board of Behavioral Sciences (BBS) as a:
    • Licensed Marriage Family Therapist or Registered Associate
    • Licensed Clinical Social Worker or Registered Associate

Qualification Guidelines

  • Knowledge: Strong knowledge of trauma-informed, culturally responsive clinical practices, including therapeutic alliance, comprehensive assessments, diagnoses, treatment planning, and legal/ethical standards. Familiarity with mandated reporting, legal/ethical clinical situations, and clinical documentation standards. Experience working with diverse populations, including youth, families, and individuals experiencing crisis or trauma. Expertise in administering and training staff on culturally informed, trauma-responsive clinical practices, including therapeutic alliance, comprehensive assessments, diagnoses, treatment planning, and legal/ethical standards. Deep understanding of how cultural contexts impact client care and the importance of providing services that are congruent with the diverse needs of children, families, and individuals. Proficiency with Microsoft Office Suite, telehealth platforms, electronic health records (EHR), and other database systems to ensure accurate documentation and reporting. Competent in analyzing staff structures, workflows, and program operations to enhance efficiency, improve service delivery, and meet contract deliverables. Experience in contributing to quality reports and collaborating with other departments on program strategy and development.
  • Skills: Strong interpersonal skills, including the ability to effectively communicate, provide constructive feedback, leading team meetings, and providing clear guidance to ensure the team meets program expectations in a fast-paced, high-stakes environment. Skilled in recruiting, coaching, and mentoring staff to ensure professional growth, high morale, and adherence to clinical and performance standards. Effective in performance management, conflict resolution, and staff supervision, guiding team members to meet productivity and program goals. Excellent communication skills, both written and verbal, including public speaking with the ability to engage effectively in multi-disciplinary teams and build collaborative relationships with community stakeholders and internal staff.
  • Abilities: Demonstrates the ability to anticipate challenges, identify solutions, and make informed decisions to support program success and staff productivity. Holds themselves and their team accountable for meeting deadlines, contract deliverables, and performance expectations. Takes initiative in resolving personnel issues and improving operational outcomes. Effectively organizes time, manages competing priorities, and ensures the timely completion of administrative, clinical, and supervisory tasks. Ability to lead services that respect the cultural needs of diverse clients, ensuring staff are well-versed in cultural competence. Ability to provide guidance and training on treatment theories, frameworks and models used with individuals and families including trauma and attachment; evidence-based practices and interventions. Ability to interpret and explain laws, rules and regulations to staff, clients, family members and the public; help implement state, federal and county programs contracted with Interface; work independently and maintain flexibility. Effectively implement and resolve personnel concerns engaging upper management and ensuring documentation and feedback to Director, RPO and/or HR.

  • Special Requirements: Candidates are required to have at time of hire and maintain a current California Board of Behavioral Sciences license; malpractice insurance policy as a condition of continued employment; Certain positions may require work experience with specific age groups such as children, adults, or older adults and/or related service types, and may require availability in evening hours M-F; Successful background and criminal clearance required and maintained, including but not limited to California Department of Justice (DOJ), Federal Bureau of Investigation (FBI, Child Abuse Index and Department of Motor Vehicles (DMV). Proof of a valid California Driver’s License, reliable transportation, proof of automobile insurance (listed as covered), pass and maintain driving approval as required by our insurer. Candidates must be cleared to provide in-person mental health services as needed, in accordance with agency requirements and California Department of Public Health orders, if applicable.
  • Supplemental Information: Services provided within the Mental Health & Trauma Treatment Department involve working in multi-disciplinary, multi-cultural settings with seriously emotionally disturbed children, adolescents, or those experiencing complex trauma. Candidates are expected to maintain a significant on-site presence to support staff, program needs, and service delivery, with flexibility based on departmental priorities.
