- DESCRIPTION OF SERVICES: In 2000, California voters passed the Substance Abuse Crime Prevention Act (SACPA). The Act, which went into effect in 2001, allows certain adult offenders who use or possess illegal drugs the opportunity to receive drug treatment rather than being sent to jail or prison. Eligible clients are referred to the Central Assessment Site by the criminal justice system.
