• DESCRIPTION OF SERVICES: The Environmental and Energy Resources Department (EERD) is charged by the Board of Supervisors with the development and implementation of State mandated waste management plans and programs, administration of the Ventura County Recycling Market Development Zone; regulation of solid waste and recyclables collectors and facility operators in the unincorporated area, monitoring and remediation of the County's closed disposal sites, and the development of biomass and bioenergy project.
