- DESCRIPTION OF SERVICES: The Foster and Kinship Care Education Program (FKCE) is an opportunity for you to receive ongoing education and support on various topics having to do with providing care for foster children. FKCE also has an extensive resource library to share with you including books and videos. In addition to regular foster and kinship care education trainings throughout the year, Ventura County Community College District campus offers specialized training. Ongoing trainings include TUGS (Together United Grandparents), ROOTS (Relatives Offering Ongoing Support), Family Preservation Education and Support Groups, and Pre-placement Foster Parent Training. Trainings are offered at various locations throughout the county at no charge.
