- DESCRIPTION OF SERVICES: The SNAP program is a service for parents and guardians of children and adolescents of minor age. The parent or legal guardian, on discovering tablets or other substance possessed by the minor and which is believed to be a controlled drug, may take that substance to the crime laboratory for a drug analysis. The results are communicated to the parent or guardian but are otherwise maintained as confidential information.
