- DESCRIPTION OF SERVICES: The County's Library Reading Program for Adults offers free basic reading and writing instruction by trained volunteers to English speaking adults. There are tutoring sites across Ventura County and each has a professional reading specialist supervising instruction. Tutors and their students generally meet for one hour twice a week. Small group and computer assisted instruction are also available.
