• DESCRIPTION OF SERVICES: Provides low rent public housing units and Section 8 rental subsidies for low income families and seniors. Provides loans and grants for the rehabilitation of single-family housing units owned by low income households and rental units occupied by low income households. Offers down payment and closing cost assistance for low income buyers of new homes or mobile homes. Makes loans and grants to non-profit housing groups for housing oriented services and for construction of affordable housing. Supports a fair housing information program. Provides grants for homeless shelters and homeless prevention programs. Administers mobile home park Rent Stabilization Program for the City of Oxnard. The Family Investment Center and Resident Initiatives Program provide self-sufficiency programs for residents of public housing. Operates a homeless employment program, a family self sufficiency program, and other social and economic programs for low income households.
